Engineering consulting refers to the use of engineering technology, science and technology, economic management and laws and regulations and other multidisciplinary knowledge and experience to provide consulting activities for government departments, project owners and other types of customers in the decision-making and management of engineering construction projects, including pre-project establishment stage consulting, survey and design stage consulting, construction stage consulting, commissioning or post-delivery evaluation and other work. the scope of services includes:

(1) planning consulting: including the preparation of overall planning, special planning, regional planning and industry planning;

(2) project consulting: including project investment opportunity research, investment and financing planning, project proposal (pre-feasibility study), project feasibility study report, project application report, preparation of capital application report, public-private partnership (ppp) project consulting, etc.;

(3) assessment and consultation: commissioned by governments at all levels and relevant departments for planning, project proposals, feasibility study reports, project application reports, fund application reports, ppp project implementation plans, preliminary design assessments, mid-term evaluation and post-evaluation of the project, review of the project budget and final accounts, and other professional and technical services required to perform investment management functions;
